A bird-watching hide for waterbirds?
Spot on! The guy was actually photographing the birds. He was walking along the bottom of the estuary, with tripod and long lens camera under his camouflage. He was able to get within a few feet of birds in the water or on the shore.

The closest I got to the strange shape was some kind of submersible coming to the surface. Would never have guessed a hide.
Even I'm going gaga over the baby, and I am so not a baby person. Excellent work, those parents and grandparents!
